05/03/2003 (Agence Europe) - Along with 25 signatures, Alain Lamassoure MEP has unveiled a contribution to the Convention on the European institutions, the leitmotif of which being democracy, he explained. The contribution, which has not been signed by any "big country", recommends legislative power being equally shared between the Council and the European Parliament through the codecision procedure. A single budget proposed by the Commission would be adopted in codecision, with the EP having the "final word". The President of the Commission would be elected by simple majority voting at the EP, and would then propose a College to the vote of the EP and the Council. The EP would have extended legislative and budgetary powers but could be dissolved. Lamassoure said he had launched the idea, but the details remained to be worked out.
