French Economic and Social Council study suggests creation of committee responsible for monitoring application of rights proclaimed by Charter of Fundamental Rights

Brussels, 19/02/2003 (Agence Europe) - The French Economic and Social Council brought out in the Official Journal a study by Christian Bigaut entitled "the Charter of Fundamental Rights of the EU, its integration in a constitutional treaty: what will this involve for European citizens?" The Economic and Social Council considers the Charter must become the legal instrument allowing the common basic standards of a social and societal model of an enlarged Europe to be defined. Its integration in the constitutional treaty would have several consequences. Making political rights subject to justice would entail the same for social rights, make it compulsory to establish economic and social convergence criteria and also set in place a follow-up committee on social rights responsible for monitoring the correct implementation at European level of the targets for action, by involving social partners in assessments. The constitutional treaty would also establish the obligation for Member States, the Council and the Commission to give an annual report on the implementation of social rights proclaimed by the Charter. The report would be compulsorily submitted to the European Parliament, the European Economic and Social Committee and the follow-up committee.
