18/02/2003 (Agence Europe) - In response to the first 16 articles for a future European Constitution presented by the Praesidium of the European Convention, the European Network Against Racism (ENAR) notes that: - Article 2: Equality is not mentioned among the EU's values although it should remain a main theme of the Constitution; - Article 3: The aims of the EU do not contain any reference to non-discrimination or to equal treatment, or to the fight against racism and xenophobia (which currently appears at Article 29 of the Treaty); - Article 7: EU citizenship does not open the door to an inclusive Europe by making every person living legally in an EU Member State a full citizen of the EU. By way of conclusion, ENAR calls on the Convention to take its reflections into consideration when redrafting these first sixteen articles.
