EP calls for more rigour when implementing "Socrates" and "Youth for Europe" programmes

Strasbourg, 20/12/2002 (Agence Europe) - The European Parliament has invited the Court of Auditors to pay special attention, in its annual reports, to the Socrates and Youth for Europe programmes so that the problems noted in the special report from the Court for 2002 may be resolved. The EP adopted, on 17 December, the report by German Christian Democrat Brigitte Langenhagen on the special report from the Court of Auditors, calling on the European Commission to bear in mind the recommendations made by the Court. According to the EP, the Commission should follow a series of very concrete suggestions by the Court in order to solve the problems found in these programmes: - replace the Technical Assistance Offices (TAOs) with Community law agencies; - clearly define contractual relations between the Commission and the national authorities; - fix rules to assure effective monitoring of project financing; - and strengthen the follow-up and assessment of programmes.
