Governing Council agreement on amending voting rules for enlargement

Brussels, 20/12/2002 (Agence Europe) - On Friday the governing Council of the European Central bank (ECB) decided unanimously on the contents of its proposal on the future adjustment of its voting modalities in view of enlargement implications. The Council currently consists of six Executive Board members and up to 15 national central bank (NCB) Governors. In order to be able to continue to take fast and effective decisions, it has decided that the number of NCB Governors with voting rights will not exceed 15. After enlargement, the number of governors will exceed 15, who will have voting rights according to a rotation system. This system is designed to ensure that the NCB Governors with the right to vote are from Member States which taken together, are representative of the Euro economy as a whole. NCB Governors will exercise their voting right with different frequencies depending on an indicator of the relative size of the economies of their Member States within the Euro area. At the outset there will be two groups. As soon as 25 countries are part of the Euro-zone, there will be three groups. The final decision of the Council of Governors will officially be decided in the form of an ECB recommendation with the entry into force of the Treaty of Nice, which will be submitted to the European Council. After having received the Commission, and Parliament's opinion, the European Council shall then decide unanimously on an adjustment of the voting modalities in the Governing Council. This modification is expected to be ratified by Member States.
