11/12/2002 (Agence Europe) - As France has still not lifted its parliamentary reserve regarding the Europol/United States agreement, the EU Council was not able to approve the agreement, which was therefore not signed on Wednesday (see yesterday's EUROPE, p.10, and 6 December, p.12).
