Adoption of Commission's 13th report on competition policy in 2001

Brussels, 26/11/2002 (Agence Europe) - Last week, the European Parliament adopted, with 315 in favour, 32 against and 17 abstentions, the report on the European Commission's report on competition policy (2001), tabled by France's Alain Lipietz. MEPs especially call for legal security to be assured in implementing the rules of competition to services of a general interest, and in the context of the Commission's commitment to going further in reducing State aid, for the quality of aid granted be duly taken into consideration for assessing the policy of Member states. By adopting the report, the EP considers, on the whole, that the current system is too cumbersome and processes too long, and calls on the Commission to speed up the process. To that effect, it would like an independent body to be set up, like a new jurisdictional chamber, made up of judges specialised in that field. MEPs also acknowledge the growing need for international co-operation due to the increase in cross-border mergers. They, moreover, call on the Commission to look into takeovers in the electricity sector. For his part, on the occasion of the vote, Commissioner Mario Monti undertook not to move towards a "re-nationalisation" of competition policy and that reform be fully based on maintain European administrative traditions and not looked at from the "American" perspective.
