Spain calls for visas to be reintroduced for Ecuador - No other requests

Brussels, 12/11/2002 (Agence Europe) - Spain calls for visas to be brought back for Ecuadorian nationals who wish to come to an EU Member State. After the Seville Summit, the European Commission had asked Member States this summer to state whether they considered that countries whose nationals were dispensed from visa obligations for entering the European Union and staying a maximum of three months should be put back on the black list, or, inversely, whether countries deserved to have the visa obligation on their nationals dispensed with. No other request was apparently made, several diplomatic sources said. The European Commission alone is empowered to launch procedures for bringing visas back. It must now be decided whether it will follow up the Spanish request and propose the re-introduction of visas for Ecuadorian nationals. Member States hope that a proposal will be made in good time for a first examination at the JHA Council on 28 and 29 November, for possible adoption of a Council decision in December. On the Commission side, it is considered that it will no doubt be technically difficult for the proposal to be ready for November's Council. In its roadmap for follow-up to the European Council of Seville, the Presidency had pointed out that the Commission would, if the list had to be amended, present a proposal in October, for adoption in November.
