11/10/2002 (Agence Europe) - On the eve of the JHA Council the Presidency declared that there was a general feeling that the Council had found it difficult to follow the commitments made at Tampere and that it thought and hoped that the Council would let them sort the situation out. The Presidency recognised that the points on the agenda are a lot but believes that in the area of Justice, reservations regarding the different cases should be sorted out quickly. As for asylum and immigration issues, the council is in transition, without any expectation o a decision. According to an initial project in the calendar, Greece had only planned for three formal JHA Councils and one informal, just like the Danish Presidency and the Spanish. The Belgian Presidency organised more but this was in response to 11 September. A year ago, Ministers debated the means to sort out delays in the JHA domain and the majority of them favoured going to the JHA Council on a monthly basis, lasting one day with a more restricted agenda (see EUROPE 10 and 20 November 2001). In Laeken, Heads of State and Government wanted to hold Justice and Home Affairs Council within closer intervals.
