EP calls for possibility of establishing "European worker status"

Brussels, 11/10/2002 (Agence Europe) - With the adoption (390 votes in favour, 22 against and 65 abstentions) of the report by Regina Maria Pinto da Fonseca Ramos Bastos (EPP-ED, Portugal) on the Commission's Action Plan for skills and mobility, the European Parliament deplored, on Thursday, the lack of a precise timetable for accomplishing the aims of the Action Plan (see EUROPE of 13 February, p.17). The EP above all calls on the Commission to: - initiate dialogue with the social partners, including those of candidate countries, in order to examine the possibility of establishing a "European worker status" covering a European system of labour law and social security for workers with a permanent rate of mobility; - allow the transfer of migrant workers' supplementary pension rights; - include, in the guidelines for employment, criteria for the management of migratory flows, as well as objectives and actions with a view to promoting through employment the integration of immigrants and to help them, and their families, to become part of the local communities by ensuring that they enjoy a high level of public services. Finally, the Parliament welcomes the Commission's intention to present, in 2003, a report on interaction between immigration policy, employment policy and social policy.
