Brussels, 07/10/2002 (Agence Europe) - The European Parliament Environment Committee (chaired by British Conservative Caroline Jackson) is calling on the EU to make a renewed effort to meet its targets under the Kyoto Protocol and set the example at upcoming international climate negotiations (COP8 in New Delhi, on 23 October until 2 November). Adopting a draft resolution last week on the EU's strategy for the upcoming Conference of the Parties to the Convention on Climate Change, the Committee called on the October plenary to endorse its recommending (when voting on the Moreira da Silva report, see below). The draft resolution drafted by Caroline Jackson encourages all Member States to accept their responsibilities for meeting the share of the target set for their country in the breakdown of the European Community target. It recommends the EU rapidly instigates its own carbon trading system (the plenary will give its opinion on this report in its first reading on 10 October). It also calls on the EU to make a firm stand against transport emissions and non-CO2 greenhouse gas emissions from industry. The resolution calls on the EU to keep on playing a leading role at the COP8, and calls on all Parties to focus political debate on emission reduction targets to be set for the second commitment period, beyond 2012.
