Brussels, 23/09/2002 (Agence Europe) - By adopting the opinion tabled by Luis Miguel Castanos (Spanish, Workers group) on the "Green Paper on a Community return policy on illegal residents", the European Economic and Social Committee stresses that the EU "needs legal immigration to enable its economic and social system to function", but that "Member states are closing the door on this possibility, causing illegal immigration to rise".
