28/08/2002 (Agence Europe) - In a letter addressed on Tuesday to the Commission and EU Heads of Government, President Putin proposes the abolition "in the long run" of visas with the EU, an initiative aimed at breaking the stalemate in the talks on Kaliningrad and placing the problem of the enclave in the broader context of relations between the EU and Russia (see EUROPE of 28 August, page 5).
