10/06/2002 (Agence Europe) - 10/06/2002 (Agence Europe) - The United Nations Interim Mission for Kosovo, Unmik, has failed to establish its jurisdiction north of Mitrovica three years after its being set up, says a report from the International Crisis Group (ICG) published on Monday. According to the report, the mission has failed in its objectives of rendering the city safe, supported by the rule of law and in establishing a meaningful civil administration. This insecurity makes of the north of Mitrovica hostage to organised crime and "a black mark on the international community's record in Kosovo," says the ICG, noting that this situation has an impact on the rest of Kosovo as "the event radicalise both the Albanian and Serb communities throughout the province". According to the person responsible for the ICG Kosovo project, Valerie Percival, "this also greatly diminishes the credibility of Unmik in the eyes of ethnic Albanians in Kosovo".
