04/06/2002 (Agence Europe) - The Parliament and Council reached an agreement during their meeting on Tuesday in Luxembourg on a reworking of financial regulations. The document is expected to be adopted during the next plenary session of the EP. The President of the budgetary Control Committee (COCOBU), Dietmut Theato and rapporteur, Gianfranco Del Alba indicated to EUROPE that the EP had succeeded in preserving the essential of its budgetary prerogatives and the discharge authority, by bringing some amendments to the joint Council direction: keeping the possibility of amending traditional rectificative and supplementary budgets (but not those involving surpluses to be given to Member States); reference to Article 276 of the Treaty on access to documents to enable COCOBU to gain access to information for carrying out its power of discharge; obligation every year for the institutions to make available the discharge authority to an internal auditor's report; more transparency concerning the publication of agency organigrams.
