Strasbourg, 10/04/2002 (Agence Europe) - Adopting with a few amendments the report by German EPP MEP Christian Ulrik von Boetticher on the gradual scrapping of border controls, the EP supported the initiative by Belgium, Spain and France to expand the group of people who can be monitored at borders (friends and partners, for example). At the same time, it called for better and simplified cross-border monitoring of people suspected of involvement in a crime (organised crime, clandestine immigration networks, laundering of money for organised crime) Illegal traffic in nuclear and radioactive materials) could lead to extradition to help facilitate investigations. Parliament has made clear that, "agents who are observers cannot question or temporarily arrest the person being observed unless they have committed or are going to commit an unlawful act that could lead to extradition or if the agents of the country in which the investigation is being carried out are not in a position to question or make an arrest." The EP also insists that, "the entry into homes and places not accessible to the public is not allowed, but entry into workplaces or sites used for commercial activities is allowed during working hours".
