28/02/2002 (Agence Europe) - The European Parliament had taken a stance in favour of holding a Convention on the future of Europe from October 2000, by adopting before the Nice Summit its report on the "constitutionalisation" of the treaties, but, at the time, it was still "isolated", recalled EP President Pat Cox during an exchange of views with the press before the opening of the Convention chaired by Valéry Giscard d'Estaing. To a question on the criticism expressed by many members of the Convention on the regulation proposed by Mr Giscard d'Estaing (whom some call "king": see yesterday's EUROPE, p.3), Mr Cox expressed confidence that solutions would be found on rules of procedure for the Convention, given that the Convention has the task of defining all the more important rules for the future Europe. Can the Convention have the aim of a "federal" Union? Mr Cox said that, in his view, it is "better to have the baby and name it later than to have arguments about the name and not get round to having the baby".
