13/02/2002 (Agence Europe) - Adopting the report by Alejo Vidal Quadras Roca (EPP-ED, Spain) in first reading on the directive on buildings' energy efficiency (see EUROPE of 1 February, p.17) the EP has enabled the Council to turn its December 2001 general guidelines into a common position, since it had been unable to sign a genuine political agreement in the absence of an opinion from the EP.
