Brussels, 15/01/2002 (Agence Europe) - To make progress in all fields of the Tampere mandate - this is the objective that the Spanish Presidency of the Council of Europe has set itself in the field of Justice and Home Affairs. By working, in particular, towards creating a freedom area, Spain will be striving to make headway on the issue of asylum and immigration. The priorities involved in this issue are establishing the standard norms for receiving refugees, providing subsidiary protection and a Draft Regulation on the effective application of the Dublin Convention. In the field of immigration, the Presidency will also push for obtaining a Draft Directive on family reunification and present an action plan based on the Commission's Communication on illegal immigration (see EUROPE 17 December, page 8). Improving border management will also figure among the key activities of the Spanish Presidency.
