Parliament wants right to take initiative in outlining aspects of existing legislation when its is not respected

Strasbourg, 18/12/2001 (Agence Europe) - At last week's Plenary Session in Strasbourg, the European Parliament adopted the report of Vitaliano Gemelli (EPP-DE, Italian). This report concerns the strengthening of the right of citizens to petition. It stresses that a large number of petitions addressed to the European Parliament are about violations of the European Directive committed by the national authorities and proposes that the Parliament is allowed the right of initiative when proposing amendments to the wording. Parliament intends to finish Article 194 of the Treaty by way of the following provision: In order to avoid new violations of citizens' rights, highlighting the non-respect of Community law, the Parliament, Commission and the Council can, by using the co-decision procedure stipulated in Article 251 of the Treaty, and by thus acceding to the request of Parliament, in agreement with the European Commission, revise the text of the Community law in question.
