27/11/2001 (Agence Europe) - According to AFP, the High Representative for CFSP, Javier Solana, signalled in Belgrade on Tuesday (on a visit before going on to Podgorica, see yesterday's EUROPE, p.5), that the European Union would be "clearly" opposing Montenegro's independence. Mr Solana said he has been instructed by the EU to try and find a "positive and creative solution" to the problem of relations between the Federation (of Yugoslavia) and Montenegro, adding that those who believed that separation would lead to Montenegro more quickly becoming a part of the European Union were mistaken. (Montenegro is planing a referendum next year on independence.)
