Brussels, 21/11/2001 (Agence Europe) - Some three weeks ahead of the Brussels-Laeken Summit, the European Commissioner for institutional questions, Michel Barnier, addressed the European Parliament's Committee on Constitutional Affairs on the future of Europe.
