Strasbourg,29/10/2001 (Agence Europe) - By adopting the report of the Belgian Green MEP, Paul Lannoye, the European Parliament is effectively demanding that the European Union sign the commercial fishing agreements as soon as they are compatible both with supplying of the internal market and sustainable development of the fishing sector in developing countries party to the agreements. Weighing up this compatibility will require a preparatory assessment of the state of resources, the total means employed for fishing in the different local areas (national and foreign fishing fleets) and therefore the existence or non-existence of fish stocks. The Parliament has asserted that priority access to resources should always be given to developing countries and that the EU support the implementation of an effective monitoring and inspection programme in the Exclusive Economic Zones (EEZ). The European Parliament has also asked for changes to be made to the Financial Instrument for Fisheries Guidance (FIFG) in order to end subsidies to European ship owners who permanently convert their vessels into pleasure boats.
