Brussels, 11/06/2001 (Agence Europe) - The government of the Netherlands sent the Dutch Parliament a White Paper on the future of the European Union. In this document (on which we will return), it insists on the enhancing of the Community method and the adoption of a European Constitution, based on the "pragmatic" allocation of competences, which does not prevent future development in the EU and does not effect the Community acquis. Furthermore, the Wim Kok Government is in favour of: - an enhanced European Commission, notably thanks to the direct election of its President by citizens; - a enhancing of the European Parliament, which will have, in particular, full budgetary rights; - a "strategic" role for the European Council; - a vital role for the Council of Ministers; - a strengthening of the EU foreign policy with, in the long-term, a EU seat on the UN Security Council and an EU Ambassador for human rights.
