Warsaw, 26/04/2001 (Agence Europe) - In an speech she made in Warsaw on 25 April, the President of the Republic of Finland, Tarja Halonen, reaffirmed her opposition to the idea of a "hard core in the EU, a kind of vanguard or pioneering group". Some "have even gone as far as proposing new separate institutions and secretariats for such a group", she said, considering that this way of thinking was "outmoded", and is a "kind of nostalgia". According to her, in the EU there is "not a single core at the heart of which cooperation could successfully be deepened", whereas it is "fully possible that, in future, we see different groups emerge within the Union, with different members". Thus, she acknowledges that enhanced cooperation has proven to be particularly useful for issues like EMU and Schengen, and expects, in future, "greater regional cooperation" (she cited, after the Barcelona Euro-Mediterranean process, that of the Union's "Nordic Dimension"). Criticising the notion of "flexibility", Ms Halonen noted that this did not mean the same thing for everyone. Thus, some see in this a "Darwinian approach to integration, in other words an opportunity of excluding one Member State or another from cooperation, whereas for others, it is an instrument to deepen integration, and yet to others a means of enabling them not to participate in cooperation in certain fields.
