Strasbourg, 12/04/2001 (Agence Europe) - The Human Rights Commissioner, Alvaro Gil-Robles made the opening speech of the Parliamentary Assembly of the Council of Europe (23/27 April, Strasbourg) on Monday. On Tuesday, the deputies will be examining the monitoring report on Ukraine (see EUROPE of 9 April, p. 6) recommending the country be suspended, and will be addressed by Mircea Geoana, Romanian Foreign Minister and acting OSCE President.
