Agreement of principle for penal sanctions for environmental offences - Fifteen still to decide on legal base, with majority in favour of third pillar

Brussels, 16/03/2001 (Agence Europe) - The Fifteen came to an agreement on Thursday evening on the broad lines of the Danish proposal to make it a crime to commit serious environmental offences, but this "preliminary agreement" is expected to come back to the Council table so that the ministers may resolve the matter of a legal base - the first pillar (Community) and/or third pillar (intergovernmental) - which opposes a majority of Member States to the European Commission (see EUROPE of 14...
