Brussels, 25/01/2001 (Agence Europe) - The European Telecommunications Network Operators (ETNO) has expressed serious concern over the balance of power between the Commission and National Regulatory Authorities (NRAs) as envisaged in the draft for the EU's future telecoms regime which will be submitted to the European Parliament on 6 February. In a letter addressed to Reino Paasilinna, the EP rapporteur on the directive relating to electronic communications, ETNO's Director, Michael Bartholomew, calls on MEPs to stand up to the pressure by national governments seeking, he says in a press release, "to destroy the Commission's power of veto". They are indeed proposing to amend Article 6 of the draft so as to enable NRAs to ignore the opinion of the Community executive on compatibility between measures proposed at national level and Community law. Without denying the autonomy of the national authorities, ETNO would like to ensure, "in a market characterised by increasing cross-border investments, a minimum level of harmonisation so that all actors can compete on an equal basis".
