British FIRSTGROUP and the Dutch rail operator NS - NEDERLANDSE SPOORWEGEN are to create a joint venture held at 60% by FIRSTGROUP and at 40% by NS to respond to the call for tenders for taking over the South West network franchise in the outskirts of London.
