Commission considers that Charter should incorporated, sooner or later, in the Treaty

Brussels, 11/10/2000 (Agence Europe) - On the initiative of President Romano Prodi and Commissioner Antonio Vitorino, the European commission adopted a communication on Wednesday on the nature of the European Union's Charter of Fundamental Rights, in which it states that the charter provides genuine added value, irrespective of o the status it will initially enjoy. "It is reasonable to assume that the Charter will produce all its effects, legal and others, whatever its nature", the C omission observes, considering that "sooner or later, it will have to be incorporated in the Treaties". Regarding how it may be incorporated, the Commission recalls that there is a close link between reorganisation of the Treaties and incorporation of the Charter. In that context, it notes that "consequently, Heads of State or Government should at the very least decide in Nice, at the European Council of 8 and 9 December, "to launch some kind of process in this direction, clearly setting objectives and procedural and other details".
