Strasbourg, 08/09/2000 (Agence Europe) - The Conference of President of political groups in the European Parliament, entrusted the President of the Parliament to find a negotiated solution with the Council, during the next three way interinstitutional talks on 3 October, on the problems posed by the adoption by the Council and its Secretary General, Javier Solana, of two decision modifying the access regime to Council documents and introducing a new system of classification with a "top secret" category of documents linked to the military and non-military management of crisis (see yesterday's EUROPE, page 4). The Conference of Presidents took this decision after having noted that the deadline for a referral before the Court of Justice runs until 23 October, which enables the Parliament to find an amicable solution. In the meantime, the EP Judicial Committee must also give its opinion on the pertinence of such a move that would cover that fact that taking its decisions, the Council would have misunderstood the powers of the Parliament while a codecision procedure is presently underway on a general regulation for public access to Community institution documents. This issue is one the agenda of the Judicial Committee's meeting next Wednesday in Brussels.
