Evian, 04/09/2000 (Agence Europe) - The initiative of External Relations Commissioner Chris Patten who, in the spring, had denounced the shortcomings of European Union external action, has begun to bear fruit, following the broad debate held by the EU 15 foreign ministers on Saturday afternoon in Evian during their informal "Gymnich" type meeting with the European Commission and Secretary General of the Council/CFSP High Representative Mr Solana, who also contributed to the debate (see below...
