25/08/2000 (Agence Europe) - In a televised speech, following the tragedy of the Kursk submarine, President Putin announced an increase in the defence budget in 2001 and a 20% increase in military pay. "We shall restore the army, the fleet and the country", the President of the Russian Federation declared.
