UPC - UNITED PAN-EUROPE COMMUINCATIONS is to acquire CIGNAL GLOBAL COMMUNICATIONS (turnover about $^20 million in 1999) through share swap. The cable operator will buy 100% of the American telephone operator by offering 16% of its telecom subsidiary PRIORITY TELECOM.
