Brussels, 28/02/2000 (Agence Europe) - Commissioner for External Relations Chris Patten commented as follows on Friday on reports on presumed atrocities committed by Russia in Chechnya, on which Mr Solana had earlier expressed his views (see EUROPE of 26 February, p.3):
