Copa-Cogeca voices reservations about Cypriot budget proposal on 2028–2034 CAP

The Cyprus Presidency of the Council of the EU presented its proposal that aims to bring Member States’ positions closer together on the EU’s next multiannual financial framework (MFF) for 2028–2034—a text that European agricultural organisations and cooperatives (Copa-Cogeca) received with some reservations on Friday, 12 June (see EUROPE 13886/1).

Copa-Cogeca believes that the proposed budget for agriculture reflects neither the food security challenges nor the needs related to the sector’s transition.

The budget earmarked for the CAP, namely €293.7 billion at current prices (€261 billion in 2025 constant euros), remains unchanged compared to the European Commission’s proposals, which were amended in January 2026. This is also true for the Unity Safety Net (or new agricultural reserve), which is set at €6.3 billion at current prices (€5.6 billion in 2025 constant prices) for the period.

The concessions that the European Commission proposed last January have been maintained, including the 10% rural target and the possible preallocation of two-thirds of the reserve at midterm to agriculture.

Nonetheless, the EU’s agricultural organisations warn that the agricultural budget in the next MFF has decreased in real terms. Maintaining the CAP within the architecture of the Single Fund and National and Regional [Partnership] Plans is also criticised—perceived as a factor diluting the common nature of the agricultural policy.

Furthermore, Copa-Cogeca also notes that several key parameters (co-financing rates, flexibility mechanisms, and how the budget will be adjusted for inflation) remain undecided—deferred until the final political arbitration. (Original version in French by Lionel Changeur)
