European Commission launches consultation on revision of EU tobacco rules

On Monday 18 May, the European Commission opened a consultation on the revision of the EU Tobacco Products Directive (Directive 2014/40/EU) and the Tobacco Advertising Directive (Directive 2003/33/EC), through a call for evidence.

All stakeholders are invited to express their views on this subject, including public authorities, companies, academics and researchers.

These two directives govern EU rules on the manufacture, presentation and sale of tobacco and tobacco-related products, as well as their advertising and sponsorship. The call for evidence is based on a recent evaluation of the European tobacco control framework, which highlights the central role of EU legislation in protecting public health and ensuring the internal market functions smoothly (see EUROPE 13842/2).

According to this assessment, the rules have contributed to a significant reduction in smoking and tobacco-related deaths in the EU. However, they also highlight new challenges linked to the rapid emergence of innovative tobacco and nicotine products, mainly consumed by young people.

Both Europe’s Beating Cancer Plan and Safe Hearts Plan underscore the importance of tobacco control in preventing disease and protecting healthcare systems.

The revision of the directives also supports the objective of a ‘tobacco-free generation’ by 2040. This consultation will remain open until 15 June. The Commission’s legislative proposals are expected by the end of the year.
