On Friday 14 March, ahead of the Environment Council meeting on 27 March, the Polish Presidency of the EU Council shared a note for ministers in order to work on the environmental dimension of the ‘Clean Industrial Deal’.
And with good reason: the strategic challenges of this European Commission initiative (see EUROPE 13588/1) include ensuring affordable energy, the development of lead markets for green technologies and strengthening the EU’s economic independence.
An ‘Industrial Decarbonisation Bank’, capable of mobilising €100 billion, is also envisaged.
The note stresses the need to simplify regulations on the circular economy and to strengthen incentives for carbon capture and storage.
Faced with these issues, the Polish Presidency is asking EU Member States’ ministers to comment on the effectiveness of the measures proposed to ensure the competitiveness of European industries.
It also invites them to reflect on the role that the ‘Innovation Fund’ and the ‘Industrial Decarbonisation Bank’ could play in financing this transition.
Finally, the factors limiting the circular economy will be discussed. This will include discussions on regulations and economic incentives to stimulate the recycling and secondary raw materials markets.
