On Monday 29 January, Climate Action Network (CAN) Europe, the coalition of NGOs working to combat climate change, published its suggestions for the European Union’s next legislative cycle, with a view to achieving the 2030 targets.
One key point concerns the renovation of buildings, which are responsible for 36% of CO2 emissions in Europe. Buildings should see their greenhouse gas emissions cut by 60% and their final energy consumption reduced by 14% by 2030.
In addition, the organisation is calling for a tripling of current renovation rates, which currently stand at around 1% per year, and for the Energy Performance of Buildings Directive (EPBD, see EUROPE 13310/6) to be strengthened, in particular through more stringent mandatory minimum energy performance standards.
CAN Europe also recommends an ambitious heating and cooling strategy, an end to the use of fossil fuels in buildings by 2040, and a ban on fossil fuel boilers as soon as possible.
Finally, the coalition is calling for an increase in the funds available for the energy transition and for resources to be made available in the next Multiannual Financial Framework for energy savings and building renovation, with a particular focus on vulnerable households.
