Negotiators from the European Parliament, the Spanish Presidency of the EU Council and the European Commission will meet again on the evening of Thursday 9 November (and not on 7 November, as previously scheduled) for a new negotiating session (trilogue) on the proposed ‘Restoring Nature’ regulation.which aims to impose binding restoration targets for each ecosystem - forests, farmland, marine, freshwater and urban ecosystems - with a view to restoring at least 20% of the EU’s terrestrial and marine areas by 2030 and all ecosystems in need of restoration by 2050.
This third ‘trilogue’ should be the last (see EUROPE 13265/8). On Thursday 26 October, the 27 ambassadors to the EU gave the Spanish Presidency a mandate to show a little flexibility on Articles 4 (terrestrial, coastal and freshwater ecosystems) and 5 (marine ecosystems) without compromising the level of ambition.
Article 9 on agricultural ecosystems, which had been deleted by the European Parliament, would be retained, according to a proposed solution from the Commission that is acceptable to the Member States.
On the financing of measures, unlike the Parliament, which wants an additional instrument, the Member States favour the Spanish Presidency’s solution of public and private support systems, without creating an additional fund. (Original version in French by Aminata Niang)
