On Monday 2 October, the Member States - through their high-level national cyber security representatives - the European Commission and the European Union Agency for Cybersecurity (ENISA) (see EUROPE 13224/19) launched a joint operational exercise to test the EU’s preparedness in the event of a cyber crisis.
This two-day exercise is part of the European Cyber Crisis Liaison Organisation Network (CyCLONe) and should enable the Member States, the Commission and ENISA to discuss strategic issues, in particular how to put in place a coherent and harmonised framework for managing cyber-related crises in the EU.
In 2022, the Member States had already taken part in a large-scale cyber-attack simulation exercise. At the time, the work focused, among other things, on possible responses in the event of a ‘cyber crisis’ as part of the EU’s cyber diplomacy toolbox (see EUROPE 12925/18).
The ‘CyCLONe’ network was officially established in January 2023, as part of the directive on measures to ensure a high level of cybersecurity throughout the EU (see EUROPE 13072/30). (Original version in French by Thomas Mangin)
