Josep Borrell “shocked” by beheading of Ukrainian prisoner of war

13/04/23 (Agence Europe) – The High Representative of the Union for Foreign Affairs, Josep Borrell, said he was “deeply shocked by the brutal video of the decapitation of a Ukrainian prisoner of war” in the evening of Wednesday 12 April, via Twitter. “It is a despicable breach of the Geneva Conventions.
