06/01/2023 (Agence Europe) – The European Commission published at the end of 2022 the first annual report on the implementation of the Neighbourhood, Development and International Cooperation Instrument (NDICI-Global Europe) in 2021, the year in which this single instrument for financing EU external policy was launched in the 2021-2027 budget (see EUROPE 12859/25, 12737/4). In particular, the Commission points out that the EU and its Member States are the leading provider of official development assistance, with €70.2 billion disbursed in 2021 (see EUROPE 12995/9) and the largest donor of humanitarian aid. In 2021, the EU alone has allocated more than €2.1 billion to humanitarian aid. By the end of 2021, the EU and its Member States had disbursed €47.7 billion to help deal with the consequences of the Covid-19 pandemic in over 140 partner countries.
