MEP Maria-Manuel Leitão-Marques (S&D, Portuguese) proposes a rebalancing of the requirements contained in the third pillar dedicated to monitoring and crisis response of the Semiconductor Regulation, in her draft opinion for the European Parliament’s Committee on the Internal Market and Consumer Protection (IMCO), published on Thursday 14 July.
In her explanatory memorandum, the MEP explains that she wants to establish a “more balanced instrument, both in times of crisis and in normal times”. The European Commission is given a coordinating role in monitoring and collecting information from the main market players and other “critical” entities in the sector.
However, outside the crisis phase, the level of detail required is reduced. In addition, the industry, through the European Semiconductor Board (ESB – an advisory body created by the Regulation), will help define the level of detail of the information required. MEPs introduced two new Articles to impose risk mitigation obligations on key market players to ensure a well-functioning and resilient internal market, and a new value chain mapping exercise.
Mrs Leitão-Marques clarifies the definition of a semiconductor crisis situation and gives the ESB a role in determining a crisis situation and triggering the relevant procedures provided for in the Regulation.
The opinion is expected to be adopted in December. In the Committee on Industry, Research and Energy, a first debate is scheduled for October on the report by Dan Nica (S&D, Romanian).
