Member States underline importance of NIS 2 Directive for cyber security of EU institutions, bodies and agencies

Member States will meet on Tuesday 21 June in a meeting of the Horizontal Working Party on Cyber Issues to discuss the compromise proposal of the French Presidency of the Council of the EU (FPEU) on measures to ensure a common high level of cybersecurity in the EU institutions, bodies and agencies.

In a progress report on the subject, the FPEU states that 16 Member States have provided comments following the first discussions in the horizontal working party.

In detail, the document states that the Member States “welcomed” the proposed Regulation as “timely and complementary to the future NIS 2 Directive”, on which the co-legislators reached an agreement on 12 May (see EUROPE 12952/1).

However, a number of Member States called for more ambition and felt that there was “a lack of reciprocity in the exchange of information between institutions and Member States and the excessively voluntary nature of the measures proposed”.

In addition, several Member States have argued for deleting the reference to the Joint Cyber Unit, whose mandate and composition remain to be defined. Finally, other Member States have asked the EU Council’s Legal Service to examine the appropriateness of the legal basis and to consider possible alternatives.
