17/06/2022 (Agence Europe) – A coalition of 13 NGOs and think tanks sent a letter to the European Commission on Wednesday 15 June asking it to ensure that the principle of additionality is respected in the two draft delegated acts aimed at clarifying EU rules for renewable fuels of non-biological origin (RFNBO), such as renewable hydrogen. This principle is intended to ensure that an increase in RFNBO production is accompanied by a corresponding increase in renewable energy production, rather than using a share of the current production. According to the NGOs, the draft texts, submitted for public consultation from 20 May to 17 June (see EUROPE 12959/22), contain two major issues: a clause that allows any hydrogen production plant active before 2027 “to benefit from very loose transitional rules for the entirety of its lifetime” and a loophole that allows hydrogen producers to avoid additionality obligations.
