No agreement between political groups in European Parliament on date for ending sale of combustion engine cars

As members of the European Parliament’s Committee on the Environment, Public Health and Food Safety (ENVI) vote on the draft report on Wednesday 11 May by Jan Huitema (Renew Europe, Netherlands) on the revision of CO2 emission standards for new cars and vans in the European Union, the political groups failed to agree on the date for the end of the sale of cars and vans with internal combustion engines and on the trajectory leading to this deadline.

According to the compromise amendments that will be put to the vote, the S&D, Renew Europe, Greens/EFA and The Left groups have agreed on a common approach, while the EPP and ECR groups defend a different one.

The former want the EU’s newly registered car fleet to reduce its average emissions by 70% by 2030 compared to 2021, and by 65% in the case of vans (compared to 55% and 50% in the Commission’s proposal). These target rates would then rise to 100% by 2035, marking the end of the sale of new cars and vans with combustion engines, as proposed by the Commission.

For the 2025 target, the compromise amendment supported by the four groups is in line with the Commission’s proposal (i.e. maintaining the current 15% target).

For their part, the EPP and ECR have tabled an alternative compromise amendment which foresees retaining the Commission’s approach for the 2025 and 2030 targets, but also reducing the 2035 target to 90%.
