French EU Council Presidency submits first draft of a cautious compromise on ETS revision to Member States

On Monday 25 April, the French Presidency of the Council of the European Union sent Member States a first draft compromise on the revision of the EU Emissions Trading System (ETS). 

Although the text includes several changes compared to the initial proposal formulated by the European Commission (see EUROPE B12762A1), Paris has chosen not to deal with some of the divisive points in this dossier at this stage.
