Imminent disbursement of pre-financing of recovery plans in four EU countries

European Commission Executive Vice-President Valdis Dombrovskis told the European Parliament’s Committees on Budgets and Economic and Monetary Affairs on Wednesday 1 September that four EU Member States - Denmark, Croatia, Cyprus and Latvia - will soon receive pre-financing for their national recovery plans under the Next Generation EU European Recovery Plan. 

For Denmark, this will be done on Thursday 2 September. Mr Dombrovskis also indicated that several countries should apply for a second tranche of aid by the end of 2021: Spain (in September), Greece (in October), France (in November), Denmark, Italy and Slovakia (in December). Any decision to disburse will be taken after assessing compliance with the milestones set out in each national recovery plan.

To a question by Siegfried Mureșan (EPP, Romania) on the delegated acts refining the implementation of the Recovery and Resilience Facility, the budgetary instrument at the heart of the European Recovery Plan, Mr Dombrovskis said the Commission was assessing the comments made on the draft texts submitted for consultation. And set a deadline of “October or November” for the adoption of these delegated acts.

As for the Polish and Hungarian recovery plans, which are still being assessed, the Commission has asked Warsaw and Budapest for additional “guarantees” that the plans will respect EU rules. (Original version in French by Mathieu Bion)
