Uncertainty about European ‘black’ list of tax havens on eve of Ecofin Council meeting

15/02/2021 (Agence Europe)Uncertainty persisted on Monday 15 February, on the eve of the meeting of European Finance Ministers, on the revision of the European ‘black’ list of non-cooperative jurisdictions in the tax field and, more particularly, on the fate of Turkey (see EUROPE 12657/12). As a reminder, France, Greece, Austria, Denmark and Cyprus wanted to put the country on the EU’s ‘black’ list because it has not respected its commitments on the exchange of tax information. According to our information, several possibilities were tested on Monday morning at national expert level. The compromise would finally keep Turkey on the ‘grey’ list of countries that have made commitments, with a new deadline, but with the stipulation that this would be its very last chance. At the time of going to press, the text was still being discussed at the political level by some Member States, such as Germany, who wanted less stern language. If an agreement is reached in the evening, the list could be ratified by the ministers on Tuesday, without debate. (MF)
